TnT Mirror was told that he was part of the police security plan
for the recent Borough Day celebrations in Point Fortin.
Allard, who was in charge of Operations, has not been operating
for some months now and his post has been taken over by acting
Deputy Commissioner of Police Winston Cooper.
A report was also circulating that Allard was supposed to leave
about two weeks ago on a six-month course at a University in Canada
to learn more about Police Operations.
A source said that Allard is not keen on going on the Canada trip.
But some cops are questioning the move, saying that when Allard
comes back he will be due for pre-retirement leave come April
next year. They are also asking why Allard is being sent on a
course at this time of his career when he is about to leave the
Police Service.
“Is it that they are trying to keep him in limbo until he
goes on pre-retirement leave?” one officer asked.
Senior officers say that they last saw Allard at Police Headquarters
on Monday but no one can say what duties he is performing or whether
he has gone on vacation again.
Allard, who has been acting Deputy Commissioner of Police for
more than a year now, has not been able to get conformation to
the post. Some officers say that Allard had to get the approval
of Prime Minister Patrick Manning to be officially made Deputy
Commissioner, but this has not been forthcoming.
Last week Senior Superintendent Clive “Clothes” Reyes,
who was acting Assistant Commissioner of Police (Crime) was promoted
to the senior rank.
Only last week Mirror carried a report about concerned officers
who are claming that a number of senior officers who are ready
to retire are being sent on courses abroad.
Courses are designed to improve the skills of officers who on
their return can share their training with other junior officers,”
one lawman said.
