Merlin: ARC using subs for stakes

A FORMER racing official has called on the Racehorse Owners Association (ROA) to take legal action against the Arima Race Club (ARC) and the Betting Levy Board (BLB) over the non-payment of subscription to winning owners.

Former BLB chairman Merlin Samlalsingh is accusing both ARC and BLB of using subscriptions (subs) paid for horses entered in Graded races to pay stakes.

Samlalsingh who addressed the ARC Annual General Meeting at the Members’ Stand at the Arima Race Track on Sunday said subscriptions paid to the ARC for Graded races are no longer paid to owners of horses placing first, second, third and fourth.

He said since the BLB is keeping the subscriptions to pay stakes, owners are now subsidising their own prize monies by l0.8 per cent.

The outspoken owner wants the ARC to state how much the Club is contributing towards stakes and what is the added money from subscriptions.

He noted that, currently, both stakes and subscriptions make up the prize monies for the four top placings in Graded races.

In the past, the ARC would state what are the stakes and added money from subscriptions.

But this was changed some six years ago when former Jamaican racing official, Chris Armond took over as CEO of the ARC.

Armond said this was to guarantee payment of stakes to owners.

Samlalsingh wants the subs paid by owners to be returned to them in the form of added prizes.

“We are informed that subs paid by owners are held by the BLB to pay stakes,” he added.

Samlalsingh said owners paid close to $1 million in entries and subscriptions to the ARC.

Subscription alone was $658,100.

He noted that the BLB recently gave a 15 per cent increase on breeders’ premium.

Quoting from an auditor’s report for last year, Samlalsingh said the BLB grant increased by $1,129,000, sponsors contribution increased $211,000 and subscription from owners increased by $20,000 but stakes paid to owners was reduced by $294,000.

He is also accusing the ARC of taking stakes grants from the BLB to the tune of $998,213 to credit the club’s expenses and show an increase in profit on race meetings to $2,975,636.

“Why were stakes not increased?” he asked, adding that stakes were reduced by $294,000 in 2005.

“As members of the racehorse owners association, we should recognise that we are the most important stakeholders within the racing fraternity.

“We put in million of dollars each year for the purchase of horses, upkeep of horses, trainers fees, groom fees, jockey fees, vet fees, farrier fee, purchase of tackling.

“In fact, we are responsible for financing most of the racing industry,” he told the meeting.

He said the BLB is responsible for the collection of taxes, and since its inception some 17 years ago, taxes collected peaked at $18 million.

“Today, without the availability of audited accounts, we can only assume this figure has reduced and remains a fraction of true taxes on betting turnover,” Samlalsingh added.

The fiery owner is reiterating his call for the ARC management committee to resign and allow a competent management committee to restore the horse racing industry.
