‘Roach the Biting Cockroach’ under investigation but ...
Cops question Allard as prober

Cops, who have dubbed Deputy Commissioner of Police Glen Roach the “Biting Cockroach”, are questioning his move to appoint his junior, acting Deputy Commissioner Oswyn Allard to investigate a clash between himself and a constable outside the Queen’s Park Oval last Friday.

“Is there going to be a fair investigation especially when one officer in the hierarchy is asked to probe a senior colleague on the executive?” one incredulous lawman asked.

“This investigation should have been done by Commissioner of Police Trevor Paul himself.

Roach, who is acting for Paul, should have waited on the Commissioner’s return,” another disbelieving officer said.

Paul, who is now described as a “frequent flyer”, has been travelling abroad nearly every month.

Two weeks after he returned from a trip abroad, he flew out again last week for another short trip.

Acting Deputy Commissioner of Police Winston Cooper also left last week for Turkey.

Already, there are claims of a “cover-up” coming in the investigation where Roach is alleged to have bitten the hand of Constable Danglade during an incident near the Oval, where the West Indies and India were engaged in the fourth One-Day International match last Friday.

Reports say that Roach, who was dressed in plainclothes was in an unmarked car just after 7 am when PC Danglade, who was carrying out traffic duties at Elizabeth Street, St. Clair, advised a motorist he could not use that route which was closed to vehicular traffic.

Sources say that Roach, who was in his vehicle behind the car, told Danglade to allow the driver to pass.

An argument followed by a scuffle reportedly ensued between both police officers, resulting in Danglade trying to arrest Roach, who he claimed was obstructing him in the execution of his duties.

Eyewitnesses said during the altercation, Roach appeared to have bitten Danglade on his hand when the constable tried to arrest him.

However, according to a report an Assistant Superintendent of Police said he saw no injuries consistent with a bite on Danglade’s hand when the constable came to make a report at the station.

There is also no report of any such injuries in the station diary.

TnT Mirror, however, learnt that there is a medical report stating that Danglade had a human bite on his hand.

“Ah hope they would not say that Danglade bit himself,” another concerned officer said.

Some officers claim this is the second time an allegation was made about Roach biting a police-man.

“This man should now be dubbed ‘Roach the Biting Cockroach’,” one officer declared.

The Police Service Commission has requested a report within 48 hours on the incident.
